Bandits being upgraded

In my opinion we have given the military to much focus right now and has caused it to be the most populated job on the server, I believe if we maybe upgraded the illegal jobs like bandits with more VIP jobs, skins and maybe spawn weapons that are a bit bigger we could encourage more people to be bandits, this would up the activity on the server and for things to do for both the military and the bandits.

We could also possibly change the names to rebels, as then it would encourage people to attack the military more as it does not happen very often.

I'll look through some criminal addons and playermodels. I don't want to make new VIP jobs that would have only weapons as an uniquness.
