Combat Archer can Raid?

I thought I could give the combat archer a purpose, he will be part criminal and part goverment, Pretty much like Robin Hood. :p. He could only raid criminals, Such as Thieves and gangsters, and any other scum. The other stuff would stay on him though. I'm not sure if this will be accepted because I am banned at the moment...
